I've never stayed in one in California, but I backpacked through Europe and stayed in a bunch. Yeah, they are pretty safe, just make sure you have locks for you bag. They usually have lockers as well to store your stuff in. They arent like a hotel or an inn, basically you share a room with a bunch of other travelers, from 4-12 people. You can usually also get a private room for cheaper than at a hotel. Bathrooms are communal and down the hall. From my experience, rooms are usually clean but the bathrooms can tend to get a little gross. They are sort of like a communal hotel room. There may be other people in the same room as you. Usually younger people stay in them, college age or so. They are generally clean, but I would not leave valuables out in the open. They are fun to stay in and you can meet some really cool people.
I stayed in several when I went to Europe last year.
A hostel is basically dormitory-style living. There are common areas, some private rooms, some shared rooms, and shared bathrooms. They are generally cheap, relatively clean, and preferred by traveling students who like to party.
If you like being around fun-loving college-aged students, a hostel is for you.
As for valuables, some have lockers for valuables. I've heard of some people having stuff stolen, and others have been fine. Call ahead to see if they have lockers.
Never stayed in one, but I visited one and have spoken to people who have done it. Most are pretty satisfied. Personally, I like a quieter space, but I'm older than most of the people who stay there.
